The story of
VRE was formed in 1989 as a joint creation of the Northern Virginia Transportation Commission and the Potomac and Rappahannock Transportation Commission. Its initial service to Manassas began on June 22, 1992, followed by service to Fredericksburg on July 20, 1992. The service was initiated to address the commuting needs of the growing suburban population in Northern Virginia. VRE faced early challenges including legal negotiations over trackage rights and manufacturing delays of the train coaches.
